Oswego County Drug Task Force Announces Arrest of Volney Man

VOLNEY - A search warrant was executed on the residence of Martin E. Madden in the town of Volney following an investigation conducted by the Oswego County Drug Task Force, the Fulton City Police Department, and the Oswego County Sheriff's Department. The search warrant resulted in the discovery of 27 marihuana plants and over two pounds of processed marihuana and fireworks within his residence and outbuildings.

Madden was subsequently charged with the following:

  • Criminal possession of marihuana in the 2nd degree, a class D Felony

  • Unlawfully growing cannabis, a class A misdemeanor

  • Unlawfully dealing with fireworks and dangerous fireworks, a class B misdemeanor

  • Madden was arraigned by Hon. James Aluzzi of the Volney Town Court and remanded to the Oswego County Correctional Facility without bond. He is scheduled to appear in the Volney Town Court on Monday, November 17 at 6 p.m.

    The present charges represent an allegation that the defendants engaged in such conduct. As a matter of law, defendants are presumed to be innocent of these charges.

    On 10/30/14 at 2:37 p.m., Marie F. Royall, 50, of 460 Retha Drive Southwest, Shalotte, NC was arrested for Grand Larceny, 3rd degree, a class D felony, Welfare Fraud, 3rd degree, a class D felony and Offering a False Instrument for Filing, 1st degree, a class E felony stemming from an investigation conducted by the Oswego County Department of Social Services with Ms. Royall reportedly receiving services in the amount of over $4000.00 from July 2009 thru January 2010 whereas she most likely would not have if she had reported incomes received. Ms. Royall was arraigned in the Town of Scriba Court by Hon. Judge Adkins and ROR'd with a return to Town of Mexico Court on 11/4/14.

    On 10/30/14 at 10:11 p.m., Nicole R. Aldrich, 29, of 7125 SR 104, Apt. 4, Oswego, NY was arrested for Endangering the Welfare of a Child , a class A misdemeanor stemming from the investigation into a domestic dispute in the City of Oswego and after she allegedly left the victim home alone. Ms. Aldrich was released on an appearance ticket, returnable to the T/O Oswego Court on 11/10/14.


    October 30, 2014:

    On 10/29/14 2:15 p.m., Megan M. Bartlett, 31, of 18 Ramona Beach Rd., Pulaski, NY was charged with AUO, 3rd degree(suspended 2x on 9/18/14 for Failure to Answer Summons in T/O Scriba and one on 2/21/14 for Failure to Answer Summons in T/O Scriba) and Registration Suspended (insurance not in effect) following a traffic stop on SR 3 in the Town of Palermo initiated after patrol's LPR unit alerted. Ms. Bartlett was released on UTT's, returnable to the Town of Palermo Court on 11/17/14.


    October 29, 2014:

    On 10/27/14 at 12:30 p.m., Ashley E. Lipke, 27, of 3282 Greenleaf Dr., Phoenix, NY was charged with AUO, 3rd degree (suspended 2x on 6/15/14 for Failure to Answer Summons in Ontario County, T/O Victor) following a one vehicle mva on Pendergast Rd. in the Town of Granby that reportedly occurred as the vehicle was traveling north and due to a distraction within the vehicle and unsafe speed she lost control causing the vehicle to exit the roadway and collide with a tree. Ms. Lipke was released on a UTT, returnable to the Town of Granby Court on 11/17/14.

    On 10/28/14 at 6:41 a.m., Jackie W. Turner, 54, of 106 Leonard Dr., Apt. 2, Baldwinsville, NY was arrested based on an arrest warrant issued out of Family Court by Hon. Judge Todd charging him with violating Article IV of the Family Court Act, failure to pay child support. Mr. Turner was arraigned in Family Court and remanded to the OCJ in lieu of $2,500/$5,000 bail with a return to court on 10/29/14.

    On 10/28/14 at 1:35 p.m., Jeffery E. Hamilton, 49, of 34500 Eddy Rd., Theresa, NY was arrested in Adams, NY, Jefferson County based on an arrest warrant issued out of Family Court by Hon. Judge Todd. Mr. Hamilton was arraigned by Hon. Judge Seager in Family Court and ROR'd with a return to court on 11/6/14.

    On 10/28/14 at 5:44 p.m., Mark A. Rock, 48, of PO Box 422, Brewerton, NY was arrested based on a Felony Probation Warrant issued out of Oswego County Court. Mr. Rock was transported to the OCJ to await arraignment on 10/29/14 due to County Court not being in session.

    On 10/28/14 at 7:30 p.m., Ridge A. Forrest, 24, of 545 French St., Mexico, NY was arrested at his residence based on a Bench Warrant issued out of the Town of New Haven Court. Mr. Forrest was arraigned by Hon. Judge Little and ROR'd with a return to T/O New Haven Court on 11/6/14.

    On 10/28/14 at 11:11 p.m., Timothy E. Smith, 50, of 269 US Rt. 11, Lot 15, Central Square, NY was arrested for Endangering the Welfare of a Child following a domestic complaint in the Town of Hastings where he allegedly flipped over a table and it struck the victim. Mr. Smith was released on an appearance ticket, returnable to the Town of Hastings Court on 11/10/14.


    October 28, 2014:

    On 10/25/14 at 2:57 p.m., Christian A. Earl, 18, of 3388 Maple Ave., Pulaski, NY was charged with AUO, 3rd degree (Failure to Answer Summons in T/O Sandy Creek on 8/7/14) and Speed in Zone following a traffic stop on SR 104 in the Town of Scriba reportedly initiated after patrol confirmed the vehicle's speed. Mr. Earl was released on UTT's, returnable to the Town of Scriba Court on 11/6/14.

    On 10/23/14 at 7:53 p.m., Summer Lynn Miller, 20, of 91 Bateman Rd., Fulton, NY was reportedly operating a 2003 Volkswagen west on CR 4 in the Town of Palermo at the intersection with SR 3 when the vehicle failed to yield the right of way and collided with a 2005 Pontiac being driven by Kelly T. Miller, 45, of 583 CR 58, Mexico, NY that was traveling north on SR 3. Ms. Miller and a passenger in her vehicle, Morgan Seckner, 19 were taken by ambulance to Upstate Medical Center in Syracuse.

    On 10/27/14 at 3:13 p.m., Rhiannon J. Haines-Barnes, 36, of 186 Rathburn Rd., Apt. 20, Fulton, NY was arrested at her residence based on an arrest warrant issued by Hon. Judge Todd of Oswego County Family Court charging her with violating Article IV of the Family Court Act, failure to pay child support. Ms. Haines-Barnes was arraigned by Hon. Judge Todd and remanded to the OCJ in lieu of $2,500 cash or $5,000 bond with a return to court on 11/5/14.

    On 10/27/14 at 7:46 p.m., Christopher L. Combes, 34, of 44 Muck Rd., Hannibal, NY was arrested for Menacing, 3rd degree, a class B misdemeanor, Assault, 3rd degree, a class A misdemeanor and Harassment, 2nd degree stemming from the investigation into an incident that occurred in the Town of Oswego on 9/29/14 where he allegedly threatened to burn the victim's residence down during an altercation. Mr. Combes was released on an appearance ticket, returnable to the Town of Oswego Court on 11/17/14. This case remains an open investigation.

    On 10/27/14 at 11:21 p.m., Tia M. Darling, 22, of 588 Phinney Rd., Hannibal, NY was arrested for Criminal Trespass, 2nd degree and Endangering the Welfare of a Child, both class A misdemeanors following a domestic incident in the Town of Granby where she allegedly engaged in a verbal disagreement in the presence of children and refused to leave the residence after being asked to do so multiple times. Ms. Darling was arraigned in the Town of Hannibal Court by Hon. Judge Beckwith and remanded to the OCJ in lieu of $500 cash or $1,000 bond with a return to T/O Granby Court on 11/10/14.

    On 10/28/14 at 6:41 a.m., Jackie W. Turner, 54, of 106 Leonard Dr., Baldwinsville, NY was arrested based on a Bench Warrant issued out of Oswego County Family Court charging him with violating Article IV of the Family Court Act, failure to pay child support. Mr. Turner was arraigned by Hon. Judge Todd in Family Court and remanded to the OCJ in lieu of $2,500/$5,000 bail with a return to court on 10/29/14.


    October 27, 2014:

    On 10/24/14 at 8:25 a.m., Thomas G. Hoenow, 70, of 127 Trion Rd., Pulaski, NY, was arrested for Criminal Possession of Marijuana, Fifth Degree, a class B misdemeanor, after he was found to have in his possession a plastic bag containing two baggies of marijuana, a digital scale, a box of zip-top baggies and a metal pan with marijuana residue while he was in his vehicle outside of a Town of Richland business. Mr. Hoenow was issued an appearance ticket and is scheduled to answer the charge before Town of Richland Court on 11/10/14.

    Mr. Hoenow was also arrested for Criminal Possession of Marijuana, Third Degree, a class E felony, after further investigation revealed him to be in possession of 18 baggies of marihuana and a digital scale at his residence. Mr. Hoenow was arraigned before the Hon, James Metcalf, Acting Oswego County Court Judge, and released on his own recognizance. He is scheduled to answer this charge before Town of Sandy Creek Court on 12/04/14.

    On 10/24/14 at 9:28 a.m., Jana B. Jacobs, 35, of 451 CR 11, West Monroe, NY, was taken into custody based on a bench warrant issued by Town of West Monroe Court. Mr. Jacobs was arraigned before Village of Central Square Court and released after paying $250 cash bail. She is scheduled to return to court on 11/03/14.

    On 10/24/14 at 2:45 p.m., Michael J. Mordenga, 43, of 145 E. Second St., Oswego, NY, was ticketed for Operation While Registration Suspended/Revoked (registration suspended for insurance not in effect on 9/10/14), and Operating Without Insurance following a traffic stop in the Town of Scriba after a License Plate Reader targeted his vehicle as he drove on CR 4. He is scheduled to answer the charge before Town of Scriba Court on 11/06/14.

    On 10/24/14 at 9:10 p.m., Stephen L. Powell, 47, of 37 Potter Rd., West Monroe, NY, was charged with Harassment, Second Degree, a Violation, after he allegedly threatened a male victim via a text message. Mr. Powell was issued an appearance ticket returnable to Town of West Monroe Court on 11/24/14.

    On 10/24/14 at 9:42 p.m., Amanda N. Longley, 32, of 3062 SR 48, Oswego, NY, was arrested for Assault, Second Degree, a class D felony, following an investigation into a domestic incident during which she allegedly threw a plate at a male victim, which broke as it hit him, causing injuries. Amanda S. Longley was arraigned before Town of Oswego Court and remanded to the Oswego County Jail in lieu of $1000 cash bail or $2500 bail bond. She is scheduled to return to court on 11/05/14.

    On 10/25/14 at 10:46 a.m., Keith A. Gauthier, 32, of 451 CR 11, Lot 9, West Monroe, NY, was charged with Aggravated Unlicensed Operation, Third Degree (license suspended with four suspensions on two dates), and Speed Not Reasonable and Prudent following a traffic stop on Halsey Road in the Town of Richland. Mr. Gauthier was issued tickets returnable to Town of Richland Court on 11/10/14. During the investigation an outstanding bench warrant was revealed against Mr. Gauthier issued by Town of Richland Court and held by the NYS Police. He was subsequently turned over to a member of the NYS Police for further processing on the warrant.

    On 10/25/14 at 10:59 a.m., Jennifer M. Brisk, 33, of 313 Chemung St., Syracuse, NY, was taken into custody at her residence based on a bench warrant issued by Town of Volney Court. Ms. Brisk was arraigned before Town of Palermo Court and remanded to the Oswego County Correctional Facility in lieu of $1,000 cash bail or $2,000 bail bond. She is scheduled to appear before Town of Volney Court on 10/27/14.

    On 10/25/14 at 10:00 p.m., Ian P. Kennedy, 19 of 268 Smith Road, Central Square, NY; a 17 year old female residing in the Village of Central Square, and a 16 year old female residing in the Town of Cicero, were each charged with Unlawful Possession of Marijuana, a Violation, which was discovered during an unrelated investigation. Each was issued an appearance ticket returnable to Village of Central Square Court on 11/05/14.

    On 10/26/14 at 3:19 p.m., Bruce W. Wines, 21, of 1853 Bajohr Hill Rd., Camden, NY, was taken into custody based on a bench warrant issued by Town of Amboy Court. Mr. Wines was arraigned before Town of Parish Court and released on his own recognizance. He is scheduled to appear before Town of Amboy Court on 11/11/14.
