On 11/20/14 at 12:17 p.m., Chad W. Lyons, 21, of 5940 South Main Street, Sandy Creek, NY was arrested at the State Police barracks in Pulaski based on 2 active Family Court Warrants issued out of Oswego County by Hon. Judge Todd charging him with violating Article IV of the Family Court Act, failure to pay child support. Mr. Lyons was arraigned by Hon. Judge Todd and remanded to the OCJ in lieu of $2,500 cash or $5,000 bond with a return to Family Court on 11/21/14.

On 11/20/14 at 5:56 p.m., Timothy W. Bennett, 25, of 451 CR 11, Lot 47, West Monroe, NY was arrested for Rape, 1st degree, a class B felony; Unlawful Imprisonment, 2nd degree, a class A misdemeanor; Criminal Possession of a Weapon, 4th degree, a class A misdemeanor; Menacing, 2nd degree, a class A misdemeanor and Criminal Obstruction of Breathing, a class A misdemeanor stemming from an incident that occurred in the Town of Constantia when he allegedly forced the victim to have nonconsensual sexual intercourse after taking the victim from their residence and displaying a loaded firearm threatening to kill the victim. During this time, he also allegedly slammed the victim's head against the vehicle window and put his hands around their neck impeding their breathing while not allowing them to leave the vehicle. Mr. Bennett was arraigned in the Town of Constantia Court by Hon. Judge Pelon and remanded to the OCJ held without bail and a return to court on 2/9/15.

On 11/20/14 at 8:45 p.m., Victor E. Roman-Ortiz, 51, of 200 Kinney Street, East Syracuse, NY was arrested for Criminal Possession of a Controlled Substance, 7th degree and Possessing a Hypodermic Instrument, both class A misdemeanors following an incident at a business in the Town of Scriba where he was allegedly observed in his vehicle in possession of cocaine. Mr. Roman-Ortiz was released on an appearance ticket, returnable to the Town of Scriba Court on 12/11/14.

On 11/20/14 at 8:48 p.m., James F. Cook, 31, of 76 Liberty St., Oswego, NY was arrested following a traffic stop on CR 1 in the Town of Scriba and charged with Grand Larceny, 4th degree, a class E felony stemming from an incident in which he allegedly took tools from the victim after doing work for them in the Town of Constantia in October 2014 and refused to return the tools. Mr. Cook was released on an appearance ticket, returnable to the Town of Constantia Court on 12/15/14.

During the traffic stop, Mr. Cook was found to reportedly be operating the vehicle with a suspended license charging him with AUO, 2nd degree (05/16/2009 for failure to pay child support,04/18/2014 for failure to answer a summons in the T/O Constantia, 03/19/2014 for failure to pay fine T/O Volney, 04/17/2013 for failure to pay fine T/O Cato in Cayuga County x2, 12/25/2011 for failure to answer a summons in the T/O Scriba x2, 07/14/2007 for failure to answer a summons in the T/O Scriba, 06/16/2007 for failure to answer a summons in Genesee County T/O Stafford, 05/04/2007 for failure to answer a summons in the T/O Scriba). Mr. Cook was released on an appearance ticket, returnable to the Town of Scriba Court on 12/11/14.

On 11/21/14 at 3:04 a.m., Steven J. Riddell Jr., 23, of 50 Hickory Grove Road, Minetto, NY was arrested for DWI, Aggravated DWI (BAC greater than .18) and Crossing Road Hazard Markings following a vehicle off the right side of the road complaint on SR 481 South in the Town of Scriba. Mr. Riddell was released on UTT's, returnable to the Town of Scriba Court on 12/11/14.

November 20, 2014:

On 11/11/14 at 7:00 p.m., David F. Diefenbacher, 58, of 676 Peatbed Road, Hannibal, NY was arrested for Aggravated Unlicensed Operation, 3rd degree and Operating a MV w/o Interlock Device, a class A misdemeanor following an incident at a business in the Town of Hannibal where he allegedly drove there with a suspended license and no interlock. Mr. Diefenbacher was arraigned in the Town of Hannibal Court by Hon. Judge Beckwith and ROR'd with a return to court on 12/2/14.

On 11/16/14 at 4:58 p.m., Dwight H. Emmons Jr., 43, 315 Cole Rd., Fulton, NY was charged with AUO, 3rd degree and Exhaust Violation following a traffic stop on CR 7 in the Town of Hannibal initiated by the loud exhaust. Mr. Emmons was released on UTT's, returnable to the Town of Hannibal Court on 12/9/14.

On 11/19/14 at 6:49 a.m., Amanda J. Langdon, 24, of 828 Holly Dr., Apt. 41, Fulton, NY was reportedly operating a 2008 Chevrolet west on SR 49 in the Town of Palermo when the vehicle exited the north side of the roadway and struck an abandoned residence. Ms. Langdon was transported by ambulance to Oswego Hospital. She was issued a UTT for Driving Across Hazard Markings. Drowsiness seems to have been a contributing factor.

On 11/19/14 at 9:35 a.m., Heath B. Combes, 41, of 3 Town Garage Rd., Hannibal, NY was issued a Criminal Summons charging him with Harassment, 2nd degree resulting from an incident that occurred on 9/29/14 in the Town of Oswego. Mr. Combes is scheduled to answer the charge on 11/24/14.

On 11/19/14 at 2:57 p.m., James E. Dunsmore, 26, of 1160 CR 53, Oswego, NY was arrested for 4 counts of Endangering the Welfare of a Child following a domestic dispute in the Town of Scriba. Mr. Dunsmore was released on an appearance ticket, returnable to the Town of Scriba Court on 12/11/14.

On 11/19/14 at 8:56 p.m., a 14 year old male residing in the City of Oswego was taken into custody based on a Juvenile Delinquency warrant issue out of Oswego County Family Court. The male was transported to a Juvenile Detention Facility in Syracuse to await appearance in Oswego County Family Court.

On 11/19/14 at 11:10 p.m., Kevin L. Callen, 45, of 181 Paddy Lake Rd., Oswego, NY was arrested at his residence based on an arrest warrant issued out of Granby Town Court. Mr. Callen was arraigned in the T/O Minetto Court and remanded to the OCJ in lieu of $500 cash or $1,000 bond with a return to T/O Granby Court on 11/24/14.


November 19, 2014:

On 11/18/14 at 11:28 p.m., Lawrence E. Kurowski, 44, of PO Box 175, New Haven, NY was reportedly operating a 2007 Ford pickup east on CR 4 in the Town of Scriba, 1/10 mile west of CR 176, when he lost control due to texting on a cell phone causing the vehicle to drift off the roadway and struck a sign post then a National Grid pole before coming to rest in a ditch. Mr. Kurowski was issued UTT's for Driving across Hazard Markings and Operating a MV While Using a Mobile Phone.


November 18, 2014:

On 11/17/14 at 1:45 p.m., Scott L. Cook Jr., 27, of 304 Hannibal St., Apt. 2, Fulton, NY was arrested at the Oswego County Correctional Facility following an incident in the facility when he allegedly head butted a window causing it to break. Mr. Cook was released on an appearance ticket, returnable to the City of Oswego Court on 12/11/14.

On 11/17/14 at 5:58 p.m., Braeden F. Livesey, 18, of 91 CR 89, Oswego, NY was reportedly operating a 2010 Volvo east on SR 104 in the Town of Oswego, mile east of Fred Haynes Blvd., when the vehicle exited the roadway and struck a utility pole. Mr. Livesey was transported by ambulance to Upstate Medical Center in Syracuse. Driver distraction seems to have been a contributing factor. Mr. Livesey was issued a UTT for No Safety Belt in Use.

On 11/17/14 at 11:15 p.m., Dennis J. Pike, 41, of 235 Stock Rd., Hannibal, NY was arrested for Criminal Mischief, 4th degree and Harassment, 2nd degree following an incident in the Town of Hannibal in which he allegedly pushed the victims into a stereo cabinet causing the glass door to break. Mr. Pike was arraigned in the Town of Hannibal Court by Hon. Judge Beckwith and remanded to the OCJ in lieu of $200 cash or $400 bond with a return to court on 12/2/14.


November 17, 2014:

On 11/11/14 at 11:45 p.m., Anthony F. Lasinski, 41, of 5504 Clinton Road, Weedsport, NY, was charged with Aggravated Unlicensed Operation, Third Degree (license suspended with two scoffs, one on 9/12/13 for Failure to Answer a Summons in the Town of Whitestown, Oneida County, and one on 10/20/14 for Insurance Not in Effect); Operation While Registration Suspended/Revoked (registration suspended for Insurance Lapse on 9/18/14); and No Inspection Certificate, following the investigation into what appeared to be a disabled vehicle off SR 3 in the Town of Palermo. He is scheduled to answer the charge before Town of Palermo Court on 11/24/14.

On 11/14/14, Brian J. Rookey, 44, of 202 Hawk Road, Fulton, NY, was operating a 2001 Ford pickup truck southbound on CR 45 in the Town of Volney at 6:48 a.m., when he reportedly slid through the intersection at Baldwin Road while attempting to stop for the stop sign and collided with a 2013 Ford driven by Kristin D. Cartier, 43, of 1900 Farm Pond Road, Baldwinsville, NY. Ms. Cartier was traveling southbound at the time of the incident. Slippery pavement appears to have been a contributing factor with roads reportedly wet from snow. Mr. Rookey was issued a ticket for Failure to Yield Right of Way at a Stop Sign Intersection.

On 11/14/14, Dustin R. Blackmar, 23, of 218 Rochester St., Apt. 2, Fulton, NY, was operating a 2006 Subaru suburban southbound on SR 481 in the Town of Volney at 7:46 a.m. when he reportedly passed a southbound 2007 Dodge suburban driven by Thomas E. Collins, 51, of 56 Baylis Street, Oswego, NY. Reportedly, the Subaru struck the front left driver's side bumper on the Dodge during the pass causing damage to the headlight and front bumper of the Dodge. Slippery pavement appears to have been a contributing factor in the incident with roads reportedly wet from snow. Mr. Blackmar was issued a ticket for When Overtaking a Vehicle on Right is Permitted.

On 11/14/14, Sharon J. Tubolino, 56, of 13904 Humphrey Road, Sterling, NY, was operating a 2002 Mercedes Benz eastbound on SR 104 in the Town of Oswego when she reportedly rear-ended an eastbound 2015 Jeep operated by Crystal L. Wayman, 34, of 355 Wall St., Hannibal, NY. The incident occurred 500 feet west of CR 89 where the Jeep was stopped in traffic due to the road being impassable due to snow. Ms. Tubolino was issued a ticket for Following Too Closely.

On 11/14/14 at 8:14 a.m., Kelly L. Gates, 30, of 44 Bridge St., Cleveland, NY, was operating a 2005 Acura van eastbound on SR 49 in the Town of Constantia at 8:14 a.m. when she reportedly lost control 15 feet east of a driveway at 932 SR 49. The vehicle crossed the center line and struck a westbound 2003 Hyundai driven by Anthony S. Williams, 45, of 110 Center St., Cleveland, NY. A third vehicle, a 2005 Chevrolet pickup truck traveling westbound and driven by Matthew S. Carista, 37, of 693 Center St., Cleveland, NY, reportedly swerved to avoid striking the Hyundai and collided with an eastbound 2011 Chevrolet pickup truck driven by Michael D. Vavrina, 37, of 7712 Morgan Road, Baldwinsville, NY. Mr. Williams was transported by ambulance to Community General Hospital in Syracuse. Unsafe speed and improper passing appear to have been contributing factors in the incident. Ms. Gates was subsequently issued a ticket for Failure to Reduce Speed Under Special Hazards. Road conditions were reported to be covered with snow at the time of the incident.

On 11/14/14 at 11:18 a.m., Jacquelin A. Alton, 29, of 79 Peat Bed Road, Hannibal, NY, was issued a ticket for Operation While Registration Suspended/Revoked (registration suspended on 9/26/14 for Insurance Lapse), stemming from the investigation into a one-vehicle roll-over accident that occurred in the Town of Granby. Ms. Alton is scheduled to appear before Town of Granby Court on 11/24/14 to answer the charge. She reportedly lost control while driving westbound on CR 3 when she lost control 1,000 feet east of Rathburn Road resulting from slush on the roadway.

On 11/14/14 at 1:37 p.m., Michael W. Henry, 62, of 1250 SR 13, Altmar, NY, was operating a 2012 Dodge pickup truck southbound on SR 13 in the Town of Williamstown when he reportedly passed an Amish buggy and an uninvolved vehicle, then struck the driver's side rear door of a 2011 Chevrolet as the vehicle was turning left onto Miller Road. The Chevrolet was driven by Kathaleen M. Root, 41, of 6200 Cemetery Road, Rome, NY. Unsafe lane changing appears to have been a contributing factor in the incident. Mr. Henry was issued a ticket for Moved From Lane Unsafely.

On 11/14/14 at 5:35 p.m., John C. Perlet, 60, of PO Box 706 Mexico, NY, was operating a 2006 Ford eastbound on SR 104 in the Village of Mexico when he reportedly rear-ended an eastbound 1995 Plymouth suburban driven by Grace A. Shetler, 52, of 15 Kimberly Lane, A1A, Mexico, NY. The incident occurred at the intersection of Washington Avenue. The incident reportedly caused a chain reaction with the Plymouth rear-ending an eastbound 2011 Volkswagen driven by Jessica L. Williamson, 20, of 37 Fraser Road, Mexico, NY, which in turn, rear-ended an eastbound 2014 Chevrolet driven by Lauren C. Kraus, 37, of 159 East Seventh St., Oswego, NY. Ms. Shetler was transported by ambulance to St. Joseph's Hospital in Syracuse. Driver inattention appears to have been a contributing factor as Mr. Perlet was reportedly looking away from the roadway at the time of the incident. Mr. Perlet was issued a ticket for Following Too Closely.

On 11/15/14 at 6:53 p.m., Dale D. Stocks, Jr., 44, of 412 CR 10, Apt. A3, Pennellville, NY, was arrested for Criminal Mischief, Fourth Degree, a class A misdemeanor, stemming from a domestic incident that occurred at his residence during which he is reported to have punched a hole in the bedroom wall and broke a picture/ mirror. Mr. Stocks was issued an appearance ticket returnable to Town of Schroeppel Court on 11/26/14.

On 11/16/14 at 1:36 a.m., Tyler M. Lasorsa, 22, of 1 Knoll Crest, Miller Place, NY, was ticketed for Aggravated Unlicensed Operation, Third Degree, stemming from the investigation into a disabled vehicle on SR 481 in the Town of Schroeppel. He is scheduled to appear before Town of Schroeppel Court on 12/10/14.

On 11/16/14 at 10:30 a.m., Clionna A. Taylor, 21, of 1190 Silk Road, Oswego, NY, was charged with Aggravated Unlicensed Operation, Third Degree (license suspended for Failure to Answer a Summons in the Town of Hastings), during the investigation into an unrelated incident that occurred in the Town of Scriba. Ms. Taylor was issued a ticket scheduling her to answer the charge before Town of Scriba Court on 12/04/14.

On 11/16/14 at 2:57 p.m., Kelvin Tanksley, 31, of 2282 CR 37, West Monroe, NY, was arrested for Criminal Mischief, Fourth Degree, a class A misdemeanor, following a domestic dispute that occurred at his residence during which he allegedly threw a glass plate against a dresser causing it to break following a verbal argument. Mr. Tanksley was released on an appearance ticket and is scheduled to appear before Town of West Monroe Court 12/08/14.
