News Release:

April 27, 2016

On April 27, 2016 at about 3:15 AM, the Oswego County Sheriff's Office investigated a one vehicle crash on Interstate 81 in the Town of Parish.

A 2014 GMC pickup truck, operated by 23 year old Alexander J. Chartrand of Adams Center was Northbound on I-81 with three other occupants. The vehicle was travelling at a high rate of speed when it left the West side of I-81 and struck a guardrail. The vehicle overturned and struck the East side guardrail before again overturning, and ejecting the driver and a passenger, 24 year old Spencer Parsons of Adams Center. Parsons was pronounced dead at the scene. Chartrand was transported to University Hospital where he is listed in critical condition with life threatening injuries.

Another passenger in the vehicle, 22 year old Christopher Peters of Watertown was transported to University Hospital in Syracuse with non life threatening injuries. A third passenger, 24 year old Shea Denny of Adams was treated and released at the scene.

The driver, Chartrand, has been charged with Driving While Intoxicated and Driving Left of Hazard Markings. The investigation into the circumstances of the crash continues and additional charges are pending.

Assisting the Sheriff's Office in this investigation were the New York State Police, Parish Volunteer Fire Department, Mexico Volunteer Fire Department, SOVAC ambulance, and the New York State DOT.

Thursday, 4/28/16:

On 4/26/16 at 4:44 p.m., Zachary J. Toth, 22, of 8033 Ginger Road, Liverpool, NY was charged with AUO, 3rd and Failure to Stop at STOP Sign following a traffic stop on County Route 10 in the Town of Schroeppel. Mr. Toth is scheduled to appear in the Town of Schroeppel Court on 5/18/16.

On 4/26/16 at 4:25 a.m., Derick W. Powell, 19, of 37 Potter Rd., West Monroe, NY was arrested in the Town of Brewerton based on a Bench Warrant issued out of Oswego County Court. Mr. Powell was transported to OCJ to await arraignment.

On 4/26/16 at 9:31 a.m., Samuel M. Michaud, 26, of 180 Bidwell Road, Parish, NY was arrested in the Town of Cicero based on a Bench Warrant issued out of the Village of Central Square Court. Mr. Michaud was arraigned by Hon. Judge Avery in the V/O Central Square Court and remanded to the OCJ in lieu of $300/$600 bail with a return to court on 4/27/16.

On 4/26/16 at 1:43 p.m., Joshua J. Douglas, 28, of Cole Road, Bldg. 221, Mexico, NY was arrested based on a Bench Warrant issued out of the Town of Parish Court. Mr. Douglas was arraigned by Hon. Judge Dayger and remanded to the OCJ on $1,500/$3,000 bail.

On 4/26/16 at 2:46 p.m., Johnathan K. Frank, 47, of 201 Lake Shore Road, Fulton, NY was arrested for Petit Larceny stemming from an investigation into an incident at the Town of Granby Wal-Mart. Mr. Frank is scheduled to appear in the Town of Granby Court on 5/16/16.

On 4/26/16 at 7:55 p.m., Raymond T. Abbott, 36, of 866 State Route 104B, Mexico, NY was arrested for 5 counts of Theft of Services, following the investigation into incidents in the Town of Scriba where he allegedly connected to water lines from Scriba Water without obtaining authorization and without paying for the services. Mr. Abbott is scheduled to appear in Town of New Haven Court on 5/19/16.


Tuesday, 4/26/16

On 4/22/16 at 1:06 p.m., Keith D. Stupp Jr., 37, of 885 County Route 57, Phoenix, NY was arrested based on a Family Court Warrant and Supreme Court Warrant issued in Oswego County. Mr. Stupp was arraigned by Hon. Judge Eby and remanded to the OCJ in lieu of 10,000 cash or $20,000 bond on both warrants and is scheduled to return to court on 5/2/16.

On 4/25/16 at 11:30 a.m., Robert J. Jones, 19, of 1460 County Route 12, Central Square, NY was arrested following the investigation into an incident at the Red Onion Store where he allegedly stole a cell phone. Mr. Jones is scheduled to answer the charges on 5/11/16 in the Town of Hastings Court.

On 4/25/16 at 11:45 a.m., Keith J. Gauthier, Jr., 33, of 1978 Harwood Drive, Apt. 1, Sandy Creek, NY was arrested for AUO, 2nd degree following a traffic stop on North Main Street in the Town of Sandy Creek. Mr. Gauthier was issued a UTT for Exhaust Violation and is scheduled to appear in the Town of Sandy Creek Court on 5/19/16.

On 4/25/16 at 8:05 p.m., Brandon R. Tracy, 30, of 357 Main St., Apt. 6, Phoenix, NY was charged with 2 counts of Harassment, 2nd degree based on a Criminal Summons issued out of the Town of Schroeppel Court. Mr. Tracy is scheduled to answer the charges in the Town of Schroeppel Court on 5/11/16.


Monday:4/25/16

On 4/22/16 at 11:40 a.m., Eric M. Longley, 34, of 14418 Martville Road, Martville, NY was arrested at his residence based on a Bench Warrant issued out Town of Oswego. Mr. Longley was arraigned in the Town of Hannibal Court and remanded to OCJ in lieu of $1,000/$2,000 bail. Mr. Longley is scheduled to return to Town of Oswego County on 5/2/16.

On 4/23/16 at 9:43 a.m. Jonathan A. Bort, 28, of 13823 Martville Road, Martville, NY was arrested following a complaint in the Village of Sandy Creek when he allegedly made threatening statements to an individual during a phone call. Mr. Bort is scheduled to appear in the Town of Sandy Creek Court on 5/12/16.

On 4/23/16 at 4:45 p.m., a 17 year old female residing in the Village of Pulaski was arrested for Criminal Mischief, 4th degree following a complaint that she allegedly kicked and broke the front door at a residence in the Town of Amboy. The female is scheduled to answer the charge on 5/10/16 in the Town of Amboy Court.

At the same time, Nicole L. Henderson, 28, of 235 North Fernwood Road, Pulaski, was arrested for Criminal Mischief, 4th degree stemming from the same incident after she allegedly kicked and broke the front door. Ms. Henderson is scheduled to answer the charge on 5/10/16 in the Town of Amboy Court.

On 4/23/16 at 2:16 a.m., Benjamin D. Swistak, 19, of 49 North Street, Cleveland, NY was operating a 2004 Saturn east on County Route 26 in the Town of Amboy when he reportedly lost control of the vehicle causing it to strike a guide rail, roll over and come to rest its hood. Mr. Swistak was issued UTTs for Speed not Reasonable and Prudent, Failure to Keep Right.

On 4/23/16 at 9:05 p.m., Dakota J. Stoutenger, 18, of 2710 County Route 45, Fulton, NY was operating a 2000 Chevy east on County Route 45 in the Town of Volney when he reportedly lost control of the vehicle causing the vehicle to travel off the road, and strike a fence before coming to a stop in a swamp. Mr. Stoutenger was issued a UTT for Speed not Reasonable and Prudent.
